The Curry County Board of Commissioners voted Nov. 5 to appoint an HR representative as the county's Title VI coordinator and to adopt an updated Title VI plan dated Nov. 5, 2025.
Staff explained the update is required for departments receiving federal funding and entails reviewing HR policies, transit contracts and other documents for nondiscrimination language and compliance. Commissioners discussed using an existing position (HR specialist) rather than creating a new post, and suggested Julie Swift as a likely staff member to coordinate the work if needed.
Commissioners warned the work could reveal a backlog of nonconforming documents across several departments that may take months to correct, and they asked for appropriate staffing and delegation. The motion to "appoint an HR representative as Title VI coordinator and adopt the 11/05/2025 Title VI plan" was moved and seconded and approved by the board.
The board expects the appointee to inventory department policies, update contracts where necessary and report back on timelines for completing compliance work so that the county does not jeopardize federal funding.
