The Granbury City Council on Nov. 4, 2025 approved a staff-recommended bid award to Granbury Excavating Inc. for the Granbury Regional Airport Perimeter Road project and authorized a budget amendment to complete the work in concrete, with the action contingent on final approval of an Economic Development Administration (EDA) grant.
Deputy City Manager Michael Ross summarized the bid opening and said Granbury Excavating was the low bidder. Ross told the council the EDA grant tied to the project is $1,540,000 and asked the council to reauthorize a previously approved city match and add $74,331 to the airport operating budget to fund the concrete option for both phases. “We’re asking tonight for council to approve this item contingent upon the EDA approving their side of the equation,” Ross said.
Ross presented bid tabulation numbers and noted that award and execution of the contract are contingent on the federal agency’s review of bid documents; he and City Manager Kaufman also told council staff expected the EDA’s acceptance of the documents to be procedural but delayed by the federal government’s temporary shutdown.
Councilmember Corrigan moved to award the contract to Granbury Excavating Inc. for $1,597,531 (Option 2, concrete); Mr. Overtier seconded. The motion passed 6–0. The council also authorized the city manager to execute the agreement and adopted the related ordinance to amend the airport fund operating budget.
On a related item, the council approved Resolution No. 25-19 directing staff to submit the Granbury Regional Airport capital improvement project list to the city’s federal and state elected officials. City Manager Kaufman and Aviation Director Cody Mathis said the list serves as a formal request and a record of the city’s previous and proposed investments; Mathis said the submission is intended to help secure funding opportunities. The resolution passed 6–0 (motion by Wadley, second by Hulam).
Next steps: Staff will proceed with contract execution and budget revisions once the EDA completes its review and approves grant participation. The airport project list will be forwarded to the named federal and state representatives per Resolution No. 25-19.
