Angels Camp staff: Angels Creek Trail receives NEPA clearance; design and ROW next

City staff reported on Nov. 4 that the Angels Creek Trail project received final environmental clearance under NEPA on Oct. 31, allowing the city to move from preliminary to final design and begin right‑of‑way acquisitions.
"On October 31, we got the final environmental approval that we've been waiting for," Steve told the council. He characterized the determination as a categorical exclusion under the National Environmental Policy Act and said the city can now complete final design and begin necessary right‑of‑way work.
Staff said some funding has been identified, including a Caltrans/COG allocation estimated at about $1.6 million toward the project, and local transportation funds (LTF) are available though not necessarily sufficient to cover all costs. Steve said the originally allocated amounts for fiscal years '23–'26 were used on other county projects while Angels Camp awaited clearance; those funds should be available in fiscal year 2829 (transcript notation) or earlier if needed.
Next steps include final design work by the city engineering office, targeted right‑of‑way acquisitions and bringing the design package back to council. Staff scheduled a more detailed update as part of the regular agenda and will coordinate funding and property steps with the city administrator and COG.
