Fountain Hills adopts ordinance to implement state expedited plan-review rules, 6-1

The Fountain Hills Town Council voted to adopt Ordinance 25-11, a code amendment to implement provisions of Arizona House Bill 2447 that create an expedited plan-review pathway for applicants with a documented history of compliance.
John Wesley, the town’s development official, told councilmembers the ordinance adds language to chapter 7-1-4 (building official responsibilities) to define eligibility for expedited review: a 12-month history of compliance that includes quick plan-review approvals (typically two reviews), completion of projects without significant violations or stop-work orders, and fulfillment of permit commitments. Eligible applicants may request expedited review at application, subject to workload and staff availability; approved requests will be moved to the top of the electronic review queue.
“Adopting these changes will not cause a significant impact,” Wesley said, recommending approval. Councilmember Earl moved to approve Ordinance 25-11; Councilmember Watts seconded. Councilmembers asked whether the town should create a public-facing database to track which projects receive expedited handling. Wesley said internal procedures exist but staff had not yet built a public database.
The roll-call vote on Ordinance 25-11 was 6–1 in favor, with the vice mayor opposing. The council directed staff to consider transparency measures so the public can see when expedited review is applied.
