Parks committee signs off on Christmas on the Square plan and reviews rental-policy updates

"The big difference this year is that Columbus Street will remain closed between Cherry and Granville so that we can have an iceless ice rink," Crawford said. Organizers also plan more music, with DJs and live choir performances, and are continuing outreach to local bands and vendors.
On facility rentals, staff reviewed minor changes to the town hall and shelter-house rental policy and the application. They clarified that the town hall rate is the current rate of "$25 for the first 3 hours, and then anything after that is just a $100 flat fee," and said shelter houses have not been previously charged but the committee will now require a security deposit. Staff also said food-distribution vendors must obtain permits from the Delaware County Health Department.
The policy and the events permit will go to city council (staff proposed placing both items on the Nov. 19 council agenda) and staff indicated they would like approval by the end of the calendar year so the rules can be in effect for 2026.
What happens next: event organizers will finalize parade and vendor logistics with public-safety partners; staff will bring the rental and events policies to the events committee and then to council. No formal policy changes were adopted at the Nov. 5 meeting.
