Commission unanimously approves multiple second-reading items and manager recommendations

The Dayton City Commission unanimously approved several second-reading measures Tuesday, recording "Aye" votes from the mayor and each commissioner on multiple items and accepting the city manager's set of recommendations.
Clerk read a set of second-reading items that included a temporary appropriations ordinance to cover ordinary operating and capital expenses pending the 2026 annual appropriation; authorization for the city manager to participate with the Ohio Department of Transportation on the MOT West Third Street safety improvement project; a resolution approving the city manager's 2026 operating and capital improvement budget recommendations and necessary implementation actions; and a resolution authorizing a joint Transportation Improvement Program grant submission with the city of Huber Heights for state fiscal year 2031. Each second-reading item was recorded with a unanimous vote.
Earlier in the meeting the commission adopted the city manager's recommendations by motion, which staff said included a service-agreement modification with TopShape Enterprises Inc. for cart paths, tee boxes and drainage improvements at Community Golf Club. City staff explained the debt for that project is structured to be repaid from golf-course proceeds and operated like an enterprise account rather than from the general fund; staff emphasized the approach keeps the course's operations self-supporting while allowing limited revenue transfers to support youth programming.
Vote tallies recorded on the dais showed unanimous approval by the five members present. Commissioners and staff said the votes authorize staff to proceed with grant submissions, ODOT coordination and implementation actions required to begin or continue the listed projects.
