The Rowlett City Council completed several formal actions Nov. 4, voting unanimously by those members present on the consent agenda, two appraisal-district ballot instructions and a zoning ordinance.
Consent agenda
The council approved the consent agenda, including approval of meeting minutes and a resolution awarding Moen contracts for sections 3, 4 and 5. Councilmember Reeves moved to approve the consent items; Councilmember Shoop seconded and the motion carried unanimously by those present.
Rockwall County Central Appraisal District votes
Council discussed Rowlett’s limited weighted votes for the Rockwall County Central Appraisal District elections and agreed to cast its votes for David Billings. Mayor Jeff Winget said Rowlett holds "46 of 2,000 votes" on that ballot. Councilmember Shoop moved to cast Rowlett’s votes for Billings; Councilmember John P. Bowers III seconded. The resolution carried unanimously by those members present.
Dallas County Central Appraisal District votes
On the Dallas County Central Appraisal District board nominations, council noted Rowlett has 14 votes to allocate. Council agreed to split those votes between Carter Holston and John Cote. Councilmember Shoop moved to split and cast the votes; Councilmember Reeves seconded. The resolution carried unanimously by those members present.
Zoning ordinance
The council then considered a zoning map amendment for 6502 Windward View Drive (item 7d). After a staff presentation and brief applicant remarks, Councilmember Reeves moved to adopt the ordinance to reclassify the parcel from SF-20 to SF-8; Councilmember John P. Bowers III seconded. The ordinance was adopted unanimously by those members present.
Next steps and context
Staff will implement the ordinance change and noted the SF-8 classification requires a five-foot sidewalk along Windward View Drive as part of the development conditions. Where the council recorded "unanimous" votes, meeting minutes state the items "carried unanimously by those members present."
