Dawsonville council approves IT contract, health insurance plan and parade road closure; several items tabled

The Dawsonville City Council on Nov. 3 approved a set of routine but consequential administrative items including an IT services contract, the city's employee health plan, and road closures for the Chamber of Commerce Jingle Market and Christmas parade.
IT management services: Council moved to award RFP 25-RFP-001 to Cyclone for $3,926.90 per month with a $2,400 onboarding fee contingent on an acceptable contract. Councilmember Sandy Sawyer argued in favor of Cyclone because the firm is local and can provide on-site support quickly; staff noted ACNS had stronger government experience. The clerk recorded the vote summary in the meeting excerpt as two yes and one no on the motion.
Health insurance: Finance Director Robin Gazzaway recommended Benefit Support Incorporated over UnitedHealthcare for city employee health coverage for Dec. 2025'Nov. 2026, citing Benefit Support's ability to honor the Northeast Georgia network. Council approved Benefit Support and also approved a separate motion to open a bank account for plan administration after staff requested that administrative step.
Road closures: The council approved road closures for the Chamber of Commerce's Jingle Market and Christmas Parade on Nov. 22 (recommended closure window 1 p.m. to 5 p.m.). Staff noted the route is largely identical to last year with a few minor changes.
Other procedural items: Council approved minutes from Oct. 20 and added item 15 (the emergency moratorium) to the agenda earlier in the meeting. Several land-use items were tabled (see separate article on the Habitat requests) and the council recessed to executive session to discuss litigation, real estate and personnel matters.
