At its meeting the Urbandale City Council handled several land‑use and planning items, approving right‑of‑way and easement vacations and two site plans.
Right‑of‑way vacation, Lot B, The Meadows Plat 1 (8724 Meredith Drive): Community Development Director Steve Franklin said the city dedicated the right of way in 1977 but later apartment construction placed parking and landscaping within the ROW. The current owner requested vacation and conveyance; Planning & Zoning recommended approval. Staff indicated the purchase amount in staff discussion was $5,000. The council opened the public hearing, heard no public comment and approved resolution 270‑2025 to vacate and convey the portion of ROW; council then approved the first reading of ordinance 2025‑20, moved to suspend the three‑reading rule, waived the second reading and approved the third and final reading of ordinance 2025‑20 by roll call.
Sanitary sewer easement vacation, Lot 2, The Loop at Plum Drive (10500 Plum Drive): Franklin explained that final platting had relocated an existing sanitary line that previously bisected a lot; engineering confirmed the old line was removed and the new main installed. No public comment was received. The council voted to approve resolution 269‑2025 and approved the first reading of ordinance 2025‑19.
Iowa Sikh Association site plan (11000 Douglas Avenue): Franklin said the site plan proposes an ~8,000‑square‑foot Gurdwara with an auditorium/assembly area expected to draw 80–100 weekly users in the first years. Because the assembly area exceeds 100 persons, a conditional use permit (approved by the board of adjustment on Feb. 5, 2025) was required; Planning & Zoning recommended approval. The council moved, seconded and approved the site plan.
Urbandale Family Dentistry site plan (10922 Meredith Drive): Franklin presented a 5,000‑square‑foot dental clinic with 27 parking spaces (24 required by code) and the option to expand to 44 spaces. The architecture meets the city’s predominantly brick requirement. Planning & Zoning recommended approval and council granted the site plan approval by roll call.
All votes recorded for these land‑use items were affirmative by roll call as captured in the meeting transcript.
