Director John Larson described a reconstruction and overlay project for 140th Street and adjacent segments with cost sharing across Urbandale, Grimes and Dallas County; estimated Urbandale share ~$6 million, Grimes $3 million, with different segments split 74/26 and 50/50.
The Urbandale City Council approved a multi‑segment reconstruction and resurfacing project for 140th Street and nearby roadways after a presentation by John Larson, the city’s director of engineering and public works.
Larson said the project pairs a full reconstruction on 140th Street with asphalt overlay work on an adjacent gravel segment and coordinated construction on Meadow Drive. The project area spans portions of Urbandale, Grimes and a small unincorporated island in Dallas County; Larson said one parcel in the area has petitioned to annex into Urbandale.
Under the current cost‑share framework, Larson reported Urbandale’s estimated construction share at roughly $6,000,000 with Grimes responsible for about $3,000,000. He explained that one segment is split 74% Urbandale / 26% Grimes, while other portions are 50/50. “So when it’s all said and done, based on our estimated numbers, we’re estimating around $6,000,000 for Urbandale, $3,000,000 for Grimes,” Larson said.
Council members asked several questions about median widths, landscaping and the potential for trees in medians, since right‑of‑way constraints force narrower medians in parts of the corridor. Larson said narrower medians will be retrofitted with landscaping later when practicable and described constraints from utility easements.
Council approved the staff recommendation and motioned to adopt council letter 83‑30 to proceed with design and construction agreements; a roll call vote was unanimous.
