At its Nov. 3 meeting the Franklin City Board of Public Works and Safety accepted bids for the Commerce Drive and Meyer Driveway signal project and awarded the construction contract to Morphy Construction.
City Engineer Matt McElroy told the board the city received three bids opened Oct. 27: Morphy Construction at $324,958; Milestone Contractors at $408,554; and Dave O’Meara Contractor Inc. at $467,300. The engineer’s estimate for the project was approximately $395,318, McElroy said; the low bid came in roughly $70,000 under that estimate.
McElroy described the work as installing a signal and extending the median to control access and reduce unsafe u‑turns related to nearby development. He said staff reviewed bid documents and found Morphy Construction to be the lowest, most responsive and responsible bidder; Morphy was also noted as having relevant signal experience. The board discussed a previously considered roundabout but said right‑of‑way constraints made a roundabout infeasible.
McElroy said the project is planned to be funded through the RDC and that staff will present a resolution to the RDC at its meeting on Nov. 18 for approval of the contract amount. Member 5 moved to accept the bids and award the contract to Morphy Construction; the motion was seconded and approved by voice vote.
Staff will proceed with contract execution and coordinate RDC funding review.
