Commissioners transmit recreation and open-space updates; planning commission gave unanimous support

Palm Beach County commissioners on Tuesday voted to transmit updates to the county's recreation and open space element after a brief presentation from Parks & Recreation staff.

Jennifer Cirillo, director of Palm Beach County Parks and Recreation, and Bob Hamilton summarized seven primary changes to the element, describing mostly administrative edits and a handful of policy updates: revised park definitions, a new policy requiring maintenance of parks master plans, direction to explore funding sources tied to a newly formed parks foundation, an update to the level-of-service planning horizon (moving planning horizons toward 2045), encouragement of green infrastructure and a revised map series.

Cirillo said staff had finalized a parks master plan in 2024 and that the updates reflect that work. Planning staff reported that the county planning commission had approved the item unanimously, 10-0, and recommended approval. "Our team is excellent," Cirillo said during the presentation.

Commissioner Sachs thanked staff and singled out Cirillo: "I just wanna thank all of the staff and especially Miss Cirillo for what we're doing with our parks." Following discussion, Commissioner Sachs moved to transmit the update and Commissioner Woodward seconded; the motion to transmit and to receive and file the business impact estimate carried 6-0.

The board took no additional policy action at the meeting; the vote transmitted the proposed updates for the next steps in the comprehensive-plan process.
