Waupaca council approves parking fine increase, leases, vehicle purchase and annual fire-district resolution
Summary
On Nov. 4 the council raised parking fines by $5 (Ordinance 16-2025), renewed a cropping lease, approved vehicle procurement, approved Yuletide street closures and a standard intergovernmental resolution to allow levy increases for the Waupaca Area Joint Fire District.
The Waupaca Common Council approved several ordinances, contracts and routine items during its Nov. 4 meeting.
Parking fines: The council approved Ordinance 16-2025 (second reading) to increase parking-violation penalties by $5 to move the city toward comparable averages cited by police (roughly $20 for comparable citations). Chief Pete Krager said there had been no rate adjustment since 2016 and that the $5 increase brings overtime and overnight parking penalties closer to neighboring municipalities. Motion by Eric Olson, second by Dave Peterson carried 7–0.
Yuletide event and street closures: Council granted the request to use city property and close Main Street for the Yuletide celebration, including trolley parking details and permitting for the Mad Dog & Merrill TV taping planned to be filmed in town. Motion carried by voice vote.
Kathy Nickel cropping lease: Council approved a five-year renewal of the cropping agreement for city-owned land west of the airport, adding the northern 10 acres to the lease, removing a small southern parcel, and increasing the lease rate from $55/acre to $70/acre (paid each fall). Motion carried 7–0.
Vehicle procurement: The council authorized purchasing a 2026 3/4-ton Ram pickup (truck 202) from Peterson Dodge with an equipment package (toolbox, lights, Tommy lift and plow) that brings the total to roughly $64,000; the purchase was within the budgeted $66,000 and the Sewer & Water Board recommended proceeding. Motion by Eric Olson, second by Dijkstra carried 7–0.
Resolution for Waupaca Area Joint Fire District levy: Council approved Resolution 1585, a recurring intergovernmental resolution that allows the city to approve levy increases requested by any entity within the Waupaca Area Joint Fire District (townships of Farmington, Dayton, Lind and Waupaca). Motion carried 7–0.
Licenses: Council approved license report number 1740 as presented.
Several routine consent and regular-agenda items were approved by voice votes earlier in the meeting. The council adjourned at 6:44 p.m.
