The Calimesa City Council on Nov. 3 approved a professional-services agreement with Jacob Green & Associates to lead a refresh of the city's strategic plan and a review of the city's mission, vision and values. The contract amount is $77,600 and the city manager was authorized to execute the agreement.
City Manager Will said the last strategic plan was adopted in 2020 and that the city has changed since then, growing by nearly 2,000 residents and experiencing leadership transitions. Jacob Green consultant Dave Brown described the firm's approach: community interviews, tailored surveys, one-on-one stakeholder meetings and focus groups rather than large cookie-cutter workshops. Brown said the firm favors "evolution, not revolution" to preserve valuable elements of the prior plan while updating direction and priorities.
Council members asked about community engagement methods and whether the update would be a full rewrite or a revision; Brown said the process would be customized to Calimesa and include in-depth stakeholder work and a community survey. The council approved the contract 5-0; staff will coordinate the one-on-one interviews and community outreach described by the consultant.
