Tulare County names CAO interim manager of Tulare Public Cemetery District

The Tulare County Board of Supervisors, meeting as the Tulare Public Cemetery District, approved appointing County Administrative Officer Jason Brett as the acting district manager and secretary retroactive to Oct. 28, 2025.

Jason Brett told trustees the appointment amends an administrative-services agreement the county has with the cemetery district and corrects the agenda's statutory citation to Health and Safety Code section 9041(e). Brett said the designation allows the county to carry out interim district-manager functions or delegate them to a designee so cemetery operations, burials and other services continue without interruption.

The board also approved a housekeeping item to remove prior district managers as authorized signers and designate the CAO as an authorized signer on the Tulare Public Cemetery District's Bank of Sierra checking account so the district can avoid delays in routine business. The motion to approve the CAO appointment and the banking signatory change passed, recorded as 4-0 in favor with Supervisor Dennis Townsend not in attendance.

During the meeting counsel reported out from a prior closed session that the board had directed legal counsel to seek appellate review in SC v. Doe 1 et al, California Fifth District Court of Appeal, case F088296 — a matter involving allegations against a foster parent. That closed-session report listed a motion by Supervisor Amy Shuklian, seconded by Supervisor Larry Macari, and a 5-0 vote to seek appellate review.

The chair asked the public to refrain from speculation about personnel matters discussed in closed session and reminded speakers that only the small group present in closed session knew the basis for the personnel action.

The board is expected to return to the cemetery-district agenda in December with further updates.
