Commission approves 100-acre heavy-industrial rezoning near 4 H Club Road with wetlands and FAA permit conditions

The Planning Commission voted to approve Z-25-40, a request by SGPB Holding LLP on behalf of the Nixon Trust to rezone roughly 100 acres at 15544 4 H Club Road from agricultural to heavy-industrial (HI) to permit construction of an approximately 301,000-square-foot warehouse/manufacturing building with rail access.
Staff said the site is within the East Augusta character area, contains wetlands and will require water and sewer extensions and a site plan. Staff recommended approval with conditions including subdivision and recorded platting of the rezoned parcel, a minimum 50-foot natural vegetation buffer along the southern property line (4 H Club Road), 25-foot buffers from wetlands, and US Army Corps of Engineers (USACE) concurrence or Section 404 permitting under the Clean Water Act prior to site-plan approval. Staff also required FAA notification (form referenced by staff) and compliance with airport and Augusta tree regulations.
Jim Trotter, representing the applicant, said the project is intended primarily as a warehouse and that a potential end-user is under confidentiality; he said they are coordinating with the Augusta Economic Development Authority. Commissioners asked no substantive technical questions beyond staff'listed conditions. The commission moved, seconded and approved the rezoning with the staff conditions; the petition advances to the full commission on Nov. 18, 2025.
