Augusta planning panel approves rezoning for 28-unit townhome project at 1901 Bungalow Road

The Augusta Planning Commission voted to approve Z-25-35, a rezoning request by Connect Development LLC on behalf of MRP Residential 1 LLC to rezone about 4.28 acres at 1901 Bungalow Road from R-1A to R-1E to allow 28 attached single-family townhomes (about 7.3 units per acre).
Staff presentation said the concept plan shows 28 attached single-family homes, a proposed stormwater detention pond and roughly 42,689 square feet of open space (about 25.6%). Staff recommended approval with conditions including alternative elevations with at least three different facades, no more than 30% vinyl on the front facade, sidewalks on both sides of internal streets, dispersed guest parking (none exceeding four consecutive spaces), compliance with the Augusta tree ordinance, a 10-foot tree buffer along side and rear boundaries, at least 25% open space (excluding detention ponds), and a 6-foot privacy fence along Richmond Hill Road. Staff noted that a full traffic impact analysis will be required and that engineering comments must be resolved before site-plan approval.
Jim Trotter, representing Connect Development, told commissioners that existing graves found on the northwest corner of the property "will not be disturbed" and that a full survey and buffer would be provided if the rezoning is approved. Commissioners pressed on traffic and driver safety at the Richmond Hill Road intersection; Commissioner Spencer asked whether an internal street could be limited to one-way to reduce left-turn conflicts. Trotter and staff said a traffic study and engineering review are needed to establish final access and lane treatments. Staff cautioned that commission-imposed conditions that conflict with a required traffic study or engineering standards might trigger plan revisions.
After discussion, a motion to approve Z-25-35 with the staff'recommended conditions was moved, seconded and passed. The approval advances the petition to the full Augusta Commission on Nov. 18, 2025; the commission and staff emphasized that site-plan approval, engineering sign-offs and a traffic impact study remain prerequisites to construction.
