Staff described Phase 1 as including a reuse pump station at the Dunham Road location, a roughly 3.5 million‑gallon ground storage tank and just under 20,000 linear feet of reuse and potable water lines. The project is in the town’s Capital Improvement Program; staff said the design firm will start work as soon as the contract is approved, with a targeted bid advertisement in winter 2026 and construction beginning in early 2027. Staff estimated Phase 1 completion in 2028.
Council and public questions focused on whether homeowners’ associations or common‑area irrigation could tie into reuse connections, and staff said the design will include access points for common spaces and that future HOA connections were feasible to accommodate in the design.
