Harrisburg moves intergovernmental waste contract with Paxton borough toward legislative vote

Councilman Rodriguez presented Resolution 72, authorizing the city to negotiate and enter into an intergovernmental cooperation agreement with the borough of Paxton to provide municipal solid waste and recycling collection and disposal services. Director West said the city has provided these services in Paxton for years and that operational adjustments—such as deploying additional trucks to handle heavy yard‑waste volumes—are already in place. He said the borough pays the city directly for collection and that the boroughs’ accounts are separate from city resident billing, so the large city deficit figures discussed elsewhere in the news are the city’s alone.

Council members asked about contract terms: the proposed agreement is a three‑year contract with two one‑year renewals, and pricing will escalate annually as negotiated. Director West did not have the total contract value at the meeting but agreed to provide the complete number to council by the following Monday. Council moved to add Resolution 72 to the next legislative session for a formal vote.
