Oak Park council approves restoration and removal of parcels in special-assessment districts

City staff presented and the Oak Park City Council on Nov. 3 approved a set of exception recommendations affecting multiple special-assessment districts.
City Manager Eric Tungate introduced Deputy Finance Director Josh Johnson to explain the recommendations. Johnson said council previously adopted special-assessment resolution number 9 to confirm the roll of exceptions and resolution number 10 to set a payment due date of Nov. 11, 2025 and a 10% penalty for unpaid assessments. "It is recommended that the unpaid invoices belonging to the following parcels be restored to the Special assessment District number 725, along with the original 10% penalty," Johnson said as he read a list of street addresses recommended for restoration. He also read lists of parcels recommended for restoration to Districts 727 and 728 and additional parcels recommended for removal from Districts 725, 728 and 729.
Johnson and staff emphasized that the lists are "pending any payments that came in, today," and explained the appeals process: property owners can object in person, in writing or by phone and will receive individualized letters explaining the finding and, where appropriate, information on starting a payment plan. Council conducted a roll call vote and carried the motion to receive and approve the exception recommendations.
The council’s action restores certain unpaid invoices to the district rolls with the original 10% penalty and removes other identified parcels; staff will notify affected owners and process any timely payments or appeals as provided under the previously adopted resolutions.
