Oak Park council approves staff recommendations to restore and remove parcels from special assessment districts

Oak Park’s City Council voted unanimously on Nov. 3 to receive and approve staff recommendations to restore and remove a set of parcels to several special assessment districts, continuing work begun by special assessment resolutions adopted Oct. 9.
City Manager Eric Tungate asked Deputy Finance Director Josh Johnson to present the exception recommendations. Tungate said the council had previously adopted resolutions confirming the rolls and temporarily removing 51 parcels for further review; staff recommended that many parcels be restored to Special Assessment District 725 (utilities) and other district numbers, and that the original 10% penalty be applied where appropriate. He noted the list was “pending any payments that came in, today.”
The staff presentation included a detailed readout of parcel addresses proposed for restoration to district 725 and parcels proposed for restoration or removal in districts 727, 728 and 729. Tungate described the notices and appeal process: property owners may object in person, in writing or by phone; staff will send individualized letters explaining the findings and, for financial issues, information about how to start a payment plan.
Mayor Pro Tem Sean Whitehead and others asked whether a further public hearing would follow notice; staff said the written notices and objection procedures are part of the process. A roll-call vote recorded all members present voting to receive and approve the exception recommendations.
What happens next: staff will send the individualized letters described in the presentation and implement the restorations and removals unless payments are received that change the lists.
