The North Smithfield Town Council presented citations and a certificate of special recognition on Nov. 3 to Peter Brinconia in recognition of about 50 years of service as the town’s director of emergency management.
Council members and attendees praised Brinconia’s long record of community service during hurricanes, blizzards and the COVID‑19 pandemic. Mark Pappas (Rhode Island Emergency Management) and other regional EMA representatives were present; the governor’s office provided a cited certificate acknowledging his career.
Brinconia briefly recounted memories of emergency responses — including the Blizzard of ’78 and livestock rescue efforts — and thanked town administrators for repeated reappointments during his tenure. The council presented flowers and a plaque and invited attendees for photographs.
