Commission reviews Edmonton State Bank parking plan after cross-access removed

City staff returned the Edmonton State Bank parking addition to the Planning Commission after the applicant revised the earlier-approved site plan by removing a cross-access easement. Charlie Peoria, staff planner, said the site is 0.19 acre, zoned CS Commercial Services, and the updated plan relocates an ATM and creates 10 parking spaces at 242 West Broadway.
Lisonbee Turner of Greenwood Design told commissioners the owner and an adjacent strip-center owner oppose retaining the cross-access because the current circulation near drive-thrus is confusing and could create conflicts. "It would just be very confusing," Turner said of the cross-access and argued removing it makes circulation clearer. Several commissioners agreed the change would clean up the driveway configuration.
Engineering staff countered that the cross-access was part of the original approval and that removing it represented a substantive change; engineering recommended keeping the connection because earlier approvals assumed the cross-connectivity as part of a larger reconfiguration. The commission asked the applicant to return in a couple of weeks after coordination with staff.
