The North Smithfield Town Council on Nov. 3 voted to authorize submission of a Rhode Island Department of Environmental Management (DEM) recreation development and acquisition grant application seeking the maximum large grant award of $500,000, which requires a 75% match.
Town staff and the parks director presented a conceptual plan for Pacheco Park Phase 1 that focuses on three primary elements: an ADA‑compliant play structure, a walking path around the park, and parking and access improvements. Staff noted the town currently has $139,440 in reserves available for the project and said construction would be staged over two fiscal years, with work anticipated to begin in late summer next year if awarded.
Council members and the Parks and Recreation Commission asked clarifying questions about scope (the grant covers the items listed in the application only, not tennis or basketball court upgrades) and wetlands/permitting. Parks and Rec chair Teresa Gress spoke in favor of the plan and requested council support.
A resolution to include evidence of local support in the grant packet was moved, seconded and adopted by roll call. Staff said the application may be modified within grant parameters after award and that the DEM selection process typically involves scoring committees in winter months with award announcements following.
If awarded, the town will return to the council for any required supplemental budget approvals to close funding gaps in subsequent fiscal cycles.
