City staff presented an amended preliminary and final master development plan for a Wawa fuel station and food-service convenience store on a 3.7-acre Planned General Commercial parcel north of Nashville Pike. The plan would include a fuel canopy, meet local brick/architecture requirements and proposes landscaping along the Pike.
Charlie Peoria, planning staff, said staff wants the sidewalk relocated to the north side of the property to improve access for nearby apartment residents and noted a steep grade that could require a guardrail for safety. Staff also recommended adding trees along Nashville Pike for continuity and a note requiring canopy lighting to be shielded to avoid excessive spill onto neighboring properties.
Applicant representative Landon Boggs of Kimley‑Horn (as recorded) said his client understands the parcel has been planned for this use but still needs stormwater coordination. Boggs raised a title/platting concern: when the master plan was split into individual parcels, a cross-access easement shown on the overall master plan was not recorded on the plat. Engineering staff confirmed a 2014 Ford dealership plan showed a 76-foot access easement across the frontage but that easement was never recorded with the county; engineering urged the applicant to resolve cross-access recording and coordinate with TDOT because the city would not permit a direct driveway to Nashville Pike.
Staff classified the proposed Wawa amendment as likely minor unless other significant issues arise and instructed the applicant and engineering to coordinate further and return for follow-up.
