Garabay said the total contract cost is estimated at about $4.2 million and that vacancy savings of roughly $811,000 will cover part of year one; council approved a supplemental appropriation of $765,844 from the general fund to cover the remainder.
On the managers’ side, staff described a package that includes a 5.5% salary increase this year, a 4.5% increase effective July 1, 2026, adjustments to leave accrual and pay ranges to address compaction, and monthly SimiFlex allocations. The managers’ MOU was estimated to cost about $489,115 for year one; council approved an $87,324 appropriation to fund that request.
Councilmember Rhodes moved adoption of both resolutions. The motions passed unanimously.
The council did not discuss changes to benefits beyond the stated salary and SimiFlex adjustments. Staff said ongoing year‑two costs will be considered during the city's FY 2026–27 budget process.
