Spalding County staff presented the Pine View Road paving project and recommended Piedmont Paving as the low bidder at $1,947,935.89 (alternate A included). Staff noted total construction costs with contingencies and alternates were approximately $2,002,298.48 and recommended using contingency funds to allow for unexpected issues during the full-paving work on the roughly three-quarter-mile section.
Engineers had previously indicated that rock blasting might be necessary, but geotechnical evaluation showed the material to be workable with front-end loaders rather than blasting. Staff said Griffin Power must relocate poles and that an abandoned water line lies under part of the roadway, which are among the logistical tasks before paving. The county estimated the project would take at least nine months and possibly up to a year to complete.
