Hewitt Council approves new water rates, purchasing-policy changes and several routine items

The Hewitt City Council approved a set of routine but consequential items at its Nov. 3 regular meeting, including new water and wastewater rates, updates to purchasing and investment policies, and authorization for a water/wastewater rate-study update.
Key votes (all passed 6–0): the council adopted Resolution 2025-10 establishing water and wastewater rates for fiscal year 2025–26, effective Dec. 1, 2025; approved Resolution 2025-11 adopting the McLennan County Hazard Mitigation Action Plan; adopted Resolution 2025-12 (annual Public Funds Investment Act review) and Resolution 2025-13, which updates the city’s purchasing policy to reflect a state change that moves the competitive-bidding threshold from $50,000 to $100,000. The council also approved ordinance 2025-19 to align the municipal code with the adopted purchasing policy.
Other approvals included authorization to purchase a new Kubota tractor for the drainage department (trade-in applied to a 2012 unit) and authorization for the city manager to engage a consultant to update the water/wastewater cost-of-service and rate model. The council authorized Willdan (vendor name in packet/contract language) to perform the rate-study update at a cost of $32,900; staff said the update accounts for new debt, a new well and updated billing data.
Votes were recorded in the meeting minutes: minutes for the Oct. 20, 2025 meeting were approved (motion by Mr. McKally; second Mr. Potter); the Kubota tractor purchase was approved (mover Mr. Potter; second Mr. McCallie); Resolution 2025-10 (mover Mr. Turner; second Mr. Stevens) passed; Resolution 2025-11 (mover Mr. McKally; second Mr. Potter) passed; Resolution 2025-12 (mover Mr. Potter; second Mr. Ben Kelly) passed; Resolution 2025-13 and ordinance 2025-19 were approved after a minor wording correction to tier definitions; the Willdan/Will Dan rate-study authorization (motion by Mr. Ben Kelly; second Mr. Potter) passed; and the council approved holding a single December meeting on Dec. 8, 2025 (motion by Mr. Stevens; second by Mr. Turner). All recorded votes were 6–0 in favor.
The council did not substantially debate the rate resolution at length during the meeting; staff had previewed the rate options at the Oct. 20 workshop and told council the rates were included in the adopted FY 2025–26 budget. Staff noted the final rates are being timed to take effect when typical water usage is lower to give residents time to evaluate the impact. The council authorized the rate-study update to refine future rate-tier options and cost-of-service allocations.
