Commissioners approved acceptance and the project ordinance and staff said no additional local match funds were required beyond the TRDF payment.
Pipeline Plastics grant: Board approved a state job‑creation grant for Pipeline Plastics totaling $200,000; staff said the grant is a pass‑through tied to job creation and does not affect the county’s current operational budget.
Finance items and requisitions: Financial Director Heather Woody presented amendments related to a state health insurance surcharge reversal, position‑count adjustments (including the two part‑time agent positions and frozen sheriff positions), and four requisitions: Johnson Controls (East Columbus High School HVAC, lottery funds), Southern Health Partners inmate medical services ($150,000), Whiteville High School parking (Sykes Paving, $214,667, lottery funds), and a public utilities project on Emerson Church Road ($46,008). The board approved those amendments and requisitions.
Water and sewer district business: The board recessed to combined Water and Sewer District 1–5 meetings, approved district minutes, and approved a three‑year on‑call engineering agreement with Withers Raven, LKC Engineering and DRG Engineering.
