Maplewood staff outline $10.6 million Proposition M bond for City Hall renovation, counsel advises single-issue ballot

City Manager Amber told Maplewood councilors on Oct. 28 that the city plans to place Proposition M on the April 2026 ballot, a single-issue question asking voters to approve a $10,600,000 bond to finance expansion and renovation of City Hall.
Amber said the city considered including public-works garage investments on the same question but that bond counsel recommended avoiding so-called "log rolling" after recent state challenges to multi-issue ballot questions. Instead, the city will pursue public-works investments through offsets and separate measures if needed.
Amber also updated the council that filings for upcoming council elections have closed for multiple wards, and staff are finalizing paperwork to accept a transfer of a stretch of Manchester Road from the Missouri Department of Transportation to the city.
