Committee denies request for rapid flashing beacons at two Bay Settlement Road crossings

The Green Bay Improvement & Services Committee on Oct. 29 voted to deny requests to install rectangular rapid flashing beacons (RRFBs) at two Bay Settlement Road crossings: Bay Highlands Drive and Highland Center Drive.
Department of Public Works staff presented a multi-factor evaluation, citing criteria that include speed limit, number of lanes, presence of a median, pedestrian volumes, crash history and proximity to signalized crossings. For the Bay Settlement/Highland Center Drive location, staff recommended against an RRFB because the crossing is within 300 feet of a signalized crossing. "Based on current conditions, pedestrian operations at the crossing are acceptable," staff said after observing gaps in traffic and short pedestrian delays.
Staff reported a pedestrian count taken Oct. 23 during a two-hour window (3:20–5:20 p.m.) that identified five people crossing at Bay Highlands Drive; staff members said those pedestrians were able to cross without incident. Staff also reported an estimated cost to install an RRFB of "between 15 to 20,000 per location per crossing."
Alder DeLay moved to deny the RRFB request and Alder Ritterbush seconded. The motion carried after a voice vote.
The committee noted Ald. Grant had indicated earlier to a committee member she agreed with staff's recommendation. Staff also offered to reopen the item if members or waiting-room attendees had new information, but the committee did not reconsider the matter at the meeting.
