Finance committee advances dozens of bills, moves many to consent calendar

The House Finance Committee, chaired by Weiler, convened Oct. 30 and advanced a large slate of bills from three divisional review sessions, moving many measures to the consent calendar for consideration by the full House.
Chair Weiler opened the session by explaining that several bills sent to finance had already been folded into the enacted budget and could be treated expediently. Committee members used show-of-hands and roll-call votes through the morning and afternoon to place noncontroversial items on the consent calendar.
Bills recommended for the regular calendar or consent included House Bill 54 (allowing alternate treatment centers to operate for profit), which the clerk recorded as adopted 25 to 0; House Bill 164 (records-retention manager) passed as amended 25 to 0 after adoption of an amendment providing a $150,000 appropriation for FY ending 06/30/2027; and several other bills ranging from environmental grant programs to municipal and election-related measures were likewise reported out with unanimous or near-unanimous support.
Representative Campbell, division lead for many items, repeatedly noted that prior debate in committee divisions had narrowed issues so that finance could act efficiently. Where bills carried no appropriation or their provisions were already contained in the enacted budget, members routinely handled them by motion and moved them to the consent calendar.
Administrative wrap-up: Chair Weiler asked division chairs to confirm delivery of committee reports and minority reports before adjournment. The committee adjourned after finishing the scheduled docket for the day.
