Utilities committee approves 939-day time extension for wastewater pump-station generator project

Deputy commissioner for the Office of Water Treatment and Reclamation told the committee that ‘‘This project adds time to time only. No additional funding.’’ He said five generators have been procured and will provide backup power for redundancy, and that SCADA controls will be added to allow automatic control during outages.
Council member Warren pressed staff on the extension’s length, saying, ‘‘That just seems like a really long extension for something like a generator site. Can you walk me through the logic on that?’’ The deputy commissioner replied that unforeseen design changes, SCADA integration, permitting and the need to secure easements have extended the schedule and that the 939 days provide time to address those conditions.
The committee recorded a motion and second; the clerk closed the vote and reported the item favorable. The resolution language in the record specifies the extension as retroactive to March 6, 2025, through the first change order and notes the new completion date as Oct. 4, 2027.
The item was described in the agenda as retroactive because of unforeseen operational delays and design changes; the department emphasized the change is ‘‘time only’’ and no new appropriation was requested.
Next steps: the committee approved the extension and the Department of Watershed Management will proceed with permitting, easement work and SCADA integration under the amended schedule.
