Commission approves landmark modification and signage for Syndicate Cycle after owner and property owner concerns

The Oroville Planning Commission approved a creative sign permit and a landmark modification permit for Syndicate Cycle at 730 Montgomery Street, allowing the owner to rehabilitate a historic pole sign, add a pole sign and retain a painted wall sign.
Staff said the building meets two landmark criteria—reflecting elements of city history and possessing special aesthetic qualities—so the project is being handled via a landmark modification permit to ensure the proposed changes respect the building’s historic character. ‘‘While this property is not a formally designated landmark, staff has determined it meets two of the city's criteria for local landmark status,’’ staff told the commission.
Applicant Matthew described the sign as 35 square feet and said he had rehabilitated and powered the older lighted sign. Property owner Raquel Nolan said she and her husband, who have owned the building for about six years, were surprised to learn the property qualified and asked when and how the designation happened and why owners had not been notified. Staff acknowledged they had a list and agreed to post the list online and work on notification procedures.
Commissioners and the applicant said the restored sign will add character to downtown. The commission moved and approved the permit; staff and commissioners asked planning to follow up on posting and notification of landmark lists so property owners are aware of overlay and permitting obligations.
