Oroville planning panel approves Gilded Needle body‑piercing shop use permit

The Oroville Planning Commission on Monday approved a use permit for the Gilded Needle body art and fine jewelry shop, clearing the way for a studio focused on body piercing and retail jewelry at 14440 Myers Street, Suite B.
Staff told the commission the proposed operation qualifies as a moderate‑impact personal service under local code MXD zoning but is not expected to generate nuisance impacts related to noise, odor or lighting and is categorically exempt from CEQA under Section 15301 because it will operate within an existing commercial suite. ‘‘This project is compatible with other commercial activities in the downtown,’’ staff said during the presentation.
Applicant Sierra Holder described her experience piercing in Butte County and said the studio will use biocompatible materials such as gold and titanium to keep higher‑quality services available locally. ‘‘I’m born and raised here in Oroville, and I think it’s time for Oroville to have a studio dedicated to biocompatible materials,’’ Holder said.
Commissioners praised the sign design and the investment in the space. One commissioner moved to approve the permit ‘‘as agendized’’; the motion was seconded and passed with six yeas and one absence. Staff said planning will ensure body‑piercing language is included in forthcoming ordinance edits to move piercing toward the city’s lower impact classification for similar businesses.
