Manager Norgaard told the commission that work at D Street Beach Access is progressing and the contractor expects to reopen access by the end of the month, contingent on weather; the work is funded in part by a state beach-access grant. Moonlight Beach received new picnic tables, fire pits and large concrete trash cans similar to recent installations at overlooks. Staff also plans to install two parallel fence chicanes on a Leucadia trail to slow bikes.
Manager Hamer (Recreation Division) reported event logistics: the commission’s pop-up park and movie night is scheduled for Saturday, Oct. 25 at Glen Park (setup around 4:45 p.m.; movie at dusk; theme and sponsors coordinated by Encinitas101 and other partners), and a Halloween 'safe trick-or-treat' event will take place Oct. 31 downtown and at Pacific View Arts Center. Hamer said fall camps had more than 100 children and the Encinitas Community and Senior Center logged 7,000 visits in September (874 gym visits and ~800 banquet-hall uses reported).
Hamer also summarized the Age-Friendly Encinitas outreach: the city’s survey received 1,165 responses and staff will hold action-planning meetings in early 2026 to develop recommendations to return to the council.
Next steps: Staff will complete D Street work, continue Moonlight improvements and provide dates for Age-Friendly action-planning sessions; commissioners volunteered for setup duties at the pop-up event.
