Council discusses CDBG, OHV and recreation grants; cemetery historic registration explored

Council members used the Oct. 9 meeting to discuss several competitive grants and related projects.
Danny (council member) said the city will pursue a Community Development Block Grant (CDBG) and suggested projects such as updating park bathrooms, kitchen facilities and playground equipment to create an all-abilities play area. He said an income survey — offered for free — will be required to qualify low-to-moderate income (LMI) housing proposals.
On trails and recreation, Danny described an OHV grant with a 10% local match that could help link Mill Dam to the existing walking path; the council discussed partnering with Emery County to secure rights-of-way and pursue surfacing grants for asphalt or other materials. "This is an all year round grant, so there's not really a barrier to do it," Danny said.
Danny also described efforts to expand the cemetery and said registering it as a historic place could open grant funding beyond survey-only grants. He said the registry process requires detailed research on who is buried there and historical information, and that hiring a consultant may be necessary.
Council members agreed to form a committee and hold workshops to develop project ideas, leverage existing allocated funds (including $10,000 earmarked for a pickleball court) and prepare grant applications.
