GREELEY CITY — At the Sept. 9 Planning Commission workshop, Community Development staff reported a staff-level kickoff for a protracted, modular update to the municipal code. Staff said the process will proceed chapter-by-chapter, with drafts posted on the city’s 'Speak Up Greeley' page for public review and outreach.
Don Throughwood (Community Development, filling in for Brian) said the code update will be handled in modules so staff can focus on one or two chapters at a time, solicit feedback from the development community and the public, and refine drafts before formal adoption. He said the first module will cover procedures — the rules and steps governing approvals.
Throughwood noted that the code update timeline will extend through 2027, while a consolidated comprehensive plan update may come later as sub-area and neighborhood plans are completed. He also reminded commissioners that the Cascadia PUD will have a City Council public hearing on Sept. 16 and that seating may be limited.
Commissioners asked whether the modular approach would be integrated with the comprehensive plan; staff explained sub-area plans adopted along the way would feed into a later comprehensive-plan update and that budget constraints have pushed some timeline elements into 2028.
