Scituate council approves personnel payout, authorizes local events and funding, and tables Clavel building renovation

Councilors also approved several community items: a $500 annual cap for the Sustainability Committee website (from the recycling initiative account), $1,080 for composting at the upcoming Scituate Art Festival, authorization for the 59th Scituate Art Festival (Oct. 10–12, 2025) and a family fall festival on Oct. 25, 2025, and a $15,950 engineering-services allocation to support a Land Trust trail grant application.
Council discussed plans to convert the former Clavel school post office into office space for the Conservation Commission and Land Trust. Members raised asbestos remediation, floor and parking concerns, preservation of historic features and funding questions; they moved to table the renovation request pending cost estimates and further investigation. A councilor suggested using DPW crews for limited work (weather‑dependent) but emphasized any asbestos abatement would require specialized oversight.
The council also authorized the town solicitor to draft amendments to animal-control penalties and fees, approved drafting an RFP for a new telecommunications tower on North Road with a requirement to consult the Land Trust and Conservation Commission, and ratified a $430,299 expenditure for a custom emergency medical/rescue vehicle for the Hope‑Jackson Fire Department (funded by the 2022 public safety bond).
