The Carmel-by-the-Sea Planning Commission unanimously approved a design study (DS2516) for a single-story house remodel and a detached garage that will encroach 5 feet into the 15-foot front setback, conditioned on landscaping and pedestrian safety measures.
Staff explained the proposal would add a 148-square-foot addition, a 264-square-foot detached garage and a covered entry, convert a flat roof to pitched roofs, replace some site features to bring site coverage into compliance, remove a non-significant tree and add five new trees to meet tree-density requirements. The project will require a volume study and a construction management plan at building permit to prevent contractor parking in the center median.
The online building designer, John Moore, said the owners aim to make the house more livable while bringing it into conformance. Commissioners focused on siding consistency, window replacement and gas-meter location; staff agreed to condition plans to maintain consistent windows and address any neighbor gas-meter encroachment during the building-permit review.
The commission adopted the staff resolution with the recommended conditions and referred final details to staff for verification at finished-detailed review.
Staff follow-up items include a final volume study, a construction-management plan, confirmation of window consistency and resolution of the gas-meter location before final approval.
