BID discusses downtown lighting standards and façade-grant priorities

BID staff told the board the downtown master-plan committee will take a closer look at public lighting and how the BID, public works and utilities manage different fixtures.
John (Speaker 2) said consultants flagged lighting as a topic outside their scope; staff will inventory lights (rented versus owned), meet with We Energies and public-works staff, and present options that balance historic character and maintenance costs. He noted the downtown currently shows multiple light styles (Water/Veterans, Main Street, Fifth/Sixth and Chestnut) and that decisions could take time; the committee may hold one or two extra meetings before consultants wrap up design guidelines.
On façade grants, staff said several large projects previously approved (example amounts discussed informally up to about $200,000) had not advanced, returning funds to the BID. The façade committee will consider prioritizing smaller projects, and staff proposed modest seed funding ("a thousand dollars or 500 or 800") for design assistance to help applicants develop viable proposals.
The board scheduled a façade-grant committee meeting this Thursday and will review application timing and potential eligibility adjustments; staff noted applications will be pushed earlier in the season to provide applicants more time.
