Wetland scientists propose dredging and restoration at 516 Mountain Road; commission urges winter erosion controls

Wetland consultants and staff on Oct. 7 presented a multi‑step restoration approach for 516 Mountain Road that would quantify previously disturbed wetland soils, remove excess sediment from an infilled pond, and implement invasive‑plant control and stabilization measures.
Clint Webb, presenting remotely, said the team overlaid recent survey work with 2023 imagery and field visits conducted with Nate Hardy Cyrus and soil scientist Ian Cole. Webb said the drone imagery and maps showed several former ponds that have since been filled and areas where sediment has accumulated and vegetation — including phragmites — has established.
"We visited and agreed that that delineation ... was fairly accurate as what was portrayed on there," Webb said, summarizing the team’s field checks. He proposed an interim pre‑application reconciliation meeting between staff, the consultant team and the commission to align historic maps, the latest survey and current site conditions so the restoration can be quantified and a formal application prepared.
Consultants described a restoration scope that includes quantifying disturbed area acreage, using targeted dredging and sediment removal in the lower pond to re‑establish shallow pond or marsh habitat, and tighter erosion‑control and stabilization work to protect downstream resources. Commissioners and staff emphasized installing temporary soil‑ and erosion‑control measures before winter to prevent additional sediment transport.
Staff and consultants agreed the site presents an opportunity to improve habitat and slow stormwater flows, but noted challenges: ongoing grading activity on the property that may change conditions between surveys, off‑site inputs from catch basins and roadside drainage that need verification, and the need for engineered solutions (stilling basins or daylighted swales) rather than simple piping.
Staff said next steps include a proposed pre‑application meeting to reconcile maps and then a formal restoration application that will include quantified square‑footage of disturbance and engineered grading and stabilization plans. The commission did not take a regulatory vote on the restoration plan at the Oct. 7 meeting.
