Franklin County proclaims October 2025 National Substance Use and Misuse Prevention Month

Franklin County commissioners on Oct. 8 unanimously approved a proclamation declaring October 2025 National Substance Use and Misuse Prevention Month in the county.
Administrator Gray introduced staff and community partners from the Drug and Alcohol Department and the Healthy Communities Partnership. County and coalition representatives described prevention work in schools and community settings — including Red Ribbon Week activities, mock teenage-bedroom displays to show warning signs, medication lockboxes, naloxone distribution and outreach at senior centers. "Prevention happens on a daily basis, not just the month of October," a coalition representative said.
The proclamation cites findings from the Pennsylvania Youth Survey and states that more than 12,000 individuals were reached by evidence-based prevention initiatives in Franklin County between January 2024 and September 2025. The proclamation also restates national estimates presented at the meeting: roughly 48,700,000 Americans aged 12 and older were classified as having a substance use disorder in the past year and about 59,300,000 adults experienced a mental illness (figures as reported in the proclamation text).
Commissioners read and approved the proclamation by voice vote and invited partners to take a photograph for recognition. Coalition leaders identified local events tied to the month and encouraged public participation.
