Resident raises transparency concerns about public art funding for Federal Way maintenance facility

At the Oct. 7 Federal Way City Council meeting, resident Katie Ashron urged more transparency around the city's maintenance and operations (M&O) facility project and the way public art funds are being allocated.

Ashron said the project's contract value was listed in an April memo at roughly $40,000,000 and asked whether that figure or later estimates remained current. She said the artist commission portion was initially estimated at $250,000 but had been reduced in the finalized documents to $174,998, and that a separate $566,846 line in preliminary budgets had been retained for a designed wall that she characterized as a security fence. "I feel like there's been what seems to be more confusion than transparency regarding this project and its allocation of public art funds," Ashron said, and asked for opportunities for residents to view and weigh in on the artist selection before council action.

Public works director EJ Walsh responded that the call for artists is out and that artist concepts are still being developed; he said the selection will be brought to council for selection but that staff did not have a firm timing to present concepts this year. Mayor Jim Farrell and staff committed to follow up with Ashron and to provide the council with the same information.

No vote or funding decision was taken at the meeting. Council members and staff noted the project remains in design and that the public-selection process for artwork will return to the council for approval when ready.
