Pelham board considers BOCES regionalization work groups and sets guidance for NISBA delegate

On regionalization, the superintendent presented five topic areas she recommends the district consider joining as a partner: a portrait-of-a-graduate rubric working group, continuation of RECOVS consortium work (a federal pandemic-recovery grant administered through BOCES), regional advanced-opportunity workshops (dual enrollment/AP/IB), professional learning and mentoring supports for administrators, and a twice-exceptional special-education work group to explore regional programming for students who are both gifted and have disabilities. She characterized the district's role as a partner or think-tank participant rather than a binding commitment to program delivery.
Separately, the board reviewed a worksheet of NISBA resolutions that Westchester-Putnam had preliminarily classified as supported, opposed or "no decision." Members asked for clarity about the labels and the implications of the "sunsetting" notation on some resolutions. The board discussed several resolutions (examples: proposals about daily recess mandates, the number of charter schools, and the number of lockdown drills) and agreed on a process to provide Catherine, their delegate, with guidance prior to NISBA's business meeting on Oct. 16.
One board member summarized the NISBA role: the local vote is not a state lawmaking decision but guidance that NISBA will use to set legislative priorities. Members asked that the delegate collect any exceptions or concerns and that a small group finalize recommendations so the delegate can cast the board's vote at the business meeting.

Board members will forward questions and exceptions to the superintendent and the delegate; the delegate will represent Pelham at the NISBA business meeting and report back to the board.
