A cascade of public commenters at the Sept. 9 Shasta County Board of Supervisors meeting criticized the handling of paperwork after voters approved a county charter, repeatedly citing Government Code provisions and calling for firings or other accountability.
Multiple speakers accused the board and the chair of neglecting to transmit charter documents to elections officials and the Secretary of State, citing Government Code section 23713 as the statutory responsibility for transmission. Several public commenters said they filed complaints earlier and that the failure undermined public trust.
County Executive Officer Dave Rickert told the board during his report that county counsel had discovered the omission and that the certified charter documents were delivered to the Secretary of State on Aug. 29, 2025. Despite that update, public speakers asked the board to explain who missed the filing and pressed the chair for accountability. Speakers on both sides of the debate also questioned prior board actions and staff performance, and several residents urged the board to remove a related survey from the consent calendar.
Board members acknowledged public concern and said staff would provide further documentation. The meeting record shows multiple public accusations alongside the CEO’s statement that the missing filing had been corrected; the board did not take disciplinary action at the meeting.
