The Riverside County Planning Commission on Sept. 17, 2025 approved Conditional Use Permit (CUP) 250013 to allow Lake Matthews Market & Deli to convert a Type 20 off‑sale beer and wine license to a Type 21 off‑sale beer, wine and spirits ABC license.
Planning staff partner Suhaim Bawani summarized the proposal: the 1.74‑acre site at 17679 Cahalco Road sits in unincorporated Delhi in the county's Second District with a commercial retail general plan designation and Scenic Highway Commercial zoning. Bawani told the commission the request involves no physical changes to the building footprint or operational capacity and therefore staff determined it is exempt from the California Environmental Quality Act "pursuant to state SECO guidelines section 15,301, existing facilities, and 15,061 B3 common sense" as stated in the staff report.
An applicant who identified themselves as Steph came forward to accept the conditions of approval, responding, "Yes. I do." There were no registered public speakers on the item. The chair moved to approve the conditional use permit as recommended by staff; the motion was seconded and carried.
The action approves Conditional Use Permit 250013 subject to the advisory notification document and conditions in the staff report. Staff recorded that mail notice and published notice were provided within a 1,000‑foot radius and no written comments indicating opposition or support were received prior to the hearing.
The commission closed the item and congratulated the applicant.
