UVWA staff says SAFER planning grant near submission; proposes SCADA upgrades to link systems

Staff told the Ukiah Valley Water Authority Executive Committee that the SAFER planning grant application was close to completion and expected to be submitted within one to two weeks. The application will be similar to the draft previously reviewed by the committee but will include more detailed descriptions; staff said they would return for approval if any substantive changes are made.
Staff also proposed including limited implementation items in the planning grant, notably upgrades to SCADA (supervisory control and data acquisition) systems so member agencies can view each other's facilities and telemetry. The objective is to allow operators to see multiple plants and their statuses through a unified platform while keeping operational telemetry on closed networks. "Anything that involves telemetry and SCADA, we really don't want that computer to have access to the Internet," a staff technical presenter said, noting the need for firewalls and closed-system protections.
The committee discussed integrator options; staff identified Jack Miller (JM Integration) as a small operator preferred by several agencies for initial integration work. The proposal is intended to create uniform platforms and communications standards that would make joint operations and emergency responses more efficient across the JPA footprint.
Staff said they would keep the committee apprised as the application is submitted and as state reviewers provide feedback.
