Greenville County Council approves equipment lease, multiple millage continuations and several rezoning items

Greenville County Council approved several fiscal and land-use items during its regular meeting, including a master lease for equipment, continuation of multiple fire-district millage rates, adoption of several third-reading ordinances and the referral or first reading of others.
Councilor Collins moved and the council adopted a resolution authorizing a master lease agreement in a principal amount not to exceed $7,000,000 to finance equipment for public purposes. The council also approved a fee-in-lieu assignment involving Augusta Grove 10 Investors LLC.
The council adopted resolutions to continue ad valorem property taxes (millage) for Lake Cunningham Fire District, South Greenville Area Fire District, Dunklin Fire District and the Foothills Fire Service Area. The Terrapins Special Tax District's petition to increase its tax levy was approved at third reading.
On ordinances, council adopted several rezoning items at third reading (including CZ2025-045, CZ2025-048 and CZ2025-050) and approved ordinance amendments to septic design standards and riparian buffers (amending ordinance 5577, extending its sunset provision to Jan. 2, 2028). The council held the Greenville-Anderson multi-county industrial business park amendment (Project Midway) until the Oct. 7 meeting when the public hearing is scheduled.
Council also introduced for first reading a general obligation bond ordinance authorizing up to $2,000,000 in G.O. bonds for Twin Chimneys and a first-reading ordinance to transfer 6.07 acres on Worley Road to the Greenville County Redevelopment Authority.
Votes were taken by voice vote in many cases; where a roll call was requested, the clerk recorded the tallies (for Ordinance 5577 amendment: 9 in favor, 1 opposed, 1 absent; cluster moratorium roll call recorded 11 in favor, 0 opposed, 1 absent).
