Councilor Bradley moved for adoption at third reading, saying the moratorium is intended to provide time to clarify definitions and mitigate impacts on rural character and infrastructure. Public commenter Diane Vreeland, appearing earlier in the meeting, urged stronger standards and asked council members to disclose whether they had accepted developer campaign contributions.
The moratorium passed on roll call with 11 votes in favor, none opposed and one member absent. The council referred implementation tasks to planning staff and scheduled opportunities for public input during the review process.
Council members said the pause is temporary and designed to allow a focused examination of application, interpretation and enforcement of cluster-development policy rather than a permanent prohibition.
